Two more Indian 'undercover operatives' leave Pakistan
Two more Indian 'undercover operatives' among eight 'diplomats' suspected of involvement in terrorism and subversive activities in Pakistan left the country on Thursday, Foreign Office officials confirmed.
Indian High Commission First Secretary Press Balbir Singh and Staff Officer Jayabalan Senthil, allegedly members of the Indian Intelligence Bureau, left Pakistan for Dubai via flight EK 615, the FO officials said.

Three Indian High Commission officials left Pakistan earlier this week. Anurag Singh, Vijay Kumar Verma and Madhavan Nanda Kumar, were suspected of being member of Indian spy agency Research and Analysis Wing (RAW).
The FO during a press briefing last week revealed details of the eight Indian 'diplomats' in Pakistan, saying that a number of "Indian diplomats and staff belonging to Indian intelligence agencies RAW and IB have been found involved in coordinating terrorist and subversive activities in Pakistan under the garb of diplomatic assignments."
The FO said the alleged RAW and IB officials are suspected of handling Tehreek-i-Taliban Pakistan (TTP) factions, fueling secatarianism in Pakistan and creating unrest in Balochistan, Sindh, and Gilgit-Balistan (GB).
"They [India] are desperate to hide their crimes against humanity from the international community’s scrutiny," the FO had said.

Details of the alleged activities of the suspected RAW and IB operatives provided by the FO earlier are as follows:
  • Espionage, subversion, supporting of terrorist activities and fueling instability in Balochistan and Sindh, especially Karachi
  • Sabotage of the China-Pakistan Economic Corridor
  • Creating unrest in GB
  • Expanding network of operatives and agents under guise of commercial activities
  • Leveraging positions as diplomats for ingress into influential circles for gathering inside information
  • Damaging Pak-Afghan relations through a variety of activities
  • Infiltrating Indian agents into social, media and political circles for propaganda purposes and activities detrimental to Pakistan’s interests
  • Fabrication of evidence to portray Pakistan as a state sponsor of terrorism
  • Handling factions of Tehreek-i-Taliban Pakistan
  • Instigation of religious minorities
  • Fueling sectarianism
  • Maligning Pakistan with propaganda on human rights issues
  • Activities in Azad Jammu and Kashmir detrimental to the Kashmir cause
  • Misleading the international community about the indigenous movement for self determination in held Kashmir

'Most significant exposé of undercover agents'

The posting of undercover officers is a routine practice in inter-state relations.
The leak that took the confrontation between the two countries to a new peak came after Pakistan was forced to pull out six of its officers and staff posted at the high commission in New Delhi because of Indian allegations that four diplomats were working for Pakistani intelligence services. The withdrawn officers and staffers reached Lahore on Wednesday.
The leak about Indian undercover agents is one of the most significant exposé relating to undercover agents since the US Central Intelligence Agency was forced to pull out its station chief Jonathan Banks in December 2010 after his identity was revealed in a law suit by victims of drone attacks.
In 2010, an Indian undercover set-up was also partially revealed after India arrested one of its own high commission officers for working for the ISI.
Never before has the cover of such a large number of agents been blown in one instance.

ISLAMABAD: The next meeting of the Council of Common Interests (CCI) is expected to approve the holding of a much-needed population census in the country, preferably in March or April 2017.
“A summary has been submitted for placing the census on the agenda of the next meeting of CCI proposing the holding of census in March/April 2017 on traditional method subject to availability of the armed forces,” said a report submitted before the Supreme Court. However the report did not specify when the CCI would meet next.
A three-judge Supreme Court bench, headed by Chief Justice Anwar Zaheer Jamali, is conducting suo motu proceedings on the delays in holding the population census.

SC told army ready to provide 42,000 personnel for security, enumeration duties


Not impressed with the government’s point of view, the Supreme Court had, at the last hearing on Oct 18, asked the government to come with up a concrete statement about the date and time frame for the census.
Now, in a fresh two-page report, the Pakistan Bureau of Statistics (PBS) has stated that it has completed preparations for a census held on traditional lines using paper questionnaires, while the latest technology will be utilised to process the data gathered, curtailing processing time to a minimum.
In pursuance of the CCI decision, the bureau had earlier held meetings with the Directorate of Military Operations to share manpower requirements for the census operation, where it was realised that 288,000 armed forces personnel with civilian enumerators will be needed for man-to-man deployment, including a security and command structure.
Now, the directorate has agreed that the census can be conducted in phases, which will minimise the manpower requirements, and has indicated that it will provide 42,000 army personnel for the census operation.
The use of digital tablets for data collection was also being considered and the hardware and software requirements, along with the total financial cost of the proposal, are also being worked out alongside a time frame, the report said.
The report recalled that at its last meeting on March 25, the CCI had reviewed the preparations for the conduct of census and had decided to hold it in 2016, subject to the availability of armed forces personnel.
Different possible scenarios were discussed with the Directorate of Military Operations, but they were of the view that such a large number of troops could not be spared by military authorities during the current year due to their preoccupation with security-related assignments such as Operation Zarb-i-Azb.
However, the availability of personnel would be re-assessed again over the next couple of months, the report said, adding that thereafter, at least three months would be required for the mobilisation and deployment of the armed forces.

Thousands of protesters around the country took to the streets Wednesday to condemn the election of Donald Trump as president.
Protesters burned an orange-haired Donald Trump head in effigy, lit bonfires and blocked traffic late Wednesday as anger over the billionaire's election to the presidency spilled onto the streets of major cities.
From New York to Los Angeles, thousands of people marched, rallied and chanted in around 10 cities against the billionaire president-elect a day after his stunning upset win, some carrying signs with slogans such as 'Not our President' and 'Love trumps hate'.
Participants who included both supporters of Democratic nominee Hillary Clinton and independent Vermont Sen. Bernie Sanders, who lost to Clinton in the primary expressed anger at both Republicans and Democrats over the election's outcome.
Most of the rallies were peaceful.
Protesters carrying signs reading 'Dump Trump' gathered outside Trump Tower on Fifth Avenue, where the president elect lives. Police installed barricades outside Trump Tower to keep the demonstrators at bay. The Manhattan protest drew about 1,000 people.
Police said they had arrested 15 people, the New York Times reported.
In Washington, several hundred gathered in front of the White House for a candlelight vigil on a damp, chilly evening, criticising what they called Trump's racism, sexism and xenophobia, and carrying signs reading 'We have a voice!' and 'Education for all!'
One of the organisers, Ben Wikler, Washington director of the liberal advocacy group MoveOn.org, told the crowd that others were coming together in hundreds of communities around the country.
"People are justly frightened," he said. "We are here because in these darkest moments, we are not alone," he added, before leading chants of "We are not alone!"
Protests were also held in Chicago, Philadelphia, Boston, Portland and other cities.
Chicago resident Michael Burke said he believes the president-elect will "divide the country and stir up hatred." He added there was a constitutional duty not to accept that.
Hundreds of University of Texas students spilled out of classrooms to march through downtown Austin. They marched along streets near the Texas Capitol, then briefly blocked a crowded traffic bridge.
In Oakland, California, protesters lit fires in the street and stood around them chanting, news reports said. Some threw bottles and firecrackers at police, KPIX TV reported.
In Los Angeles, demonstrators outside City Hall held aloft a burning, box-shaped likeness of Trump's head, topped with bright orange hair.
Ethan Miller of the workers' rights group Jobs with Justice said organisers held the Washington vigil to show that civil society was resilient.
"It's a hard time for a lot of Americans," he told AFP. "We saw a campaign that was filled with racism and misogyny and whole host of other terrible tactics that ultimately were successful for winning the electoral college."
"But we're not going to let a Donald Trump presidency stop the progress in this country," he added.

Electoral system 'broken'

In New York City, demonstrators gathered in Union Square holding signs saying 'Love Trumps Hate' before marching uptown in the thousands to chant in front of Trump Tower.
"The electoral college is broken," protester Nicholas Forker said of the US indirect voting system. "I think it definitely needs to be reformed... I think it's ridiculous."
In Chicago, several thousand people gathered around Trump Tower, blocking downtown streets and traffic while other staged a counter-protest on the opposite side of the building.
In Boston, thousands of anti-Donald Trump protesters streamed through downtown, chanting "Trump's a racist" and carrying signs that said 'Impeach Trump' and 'Abolish Electoral College'.
The protesters gathered on Boston Common before marching toward the Massachusetts Statehouse, with beefed-up security including extra police officers.
Across the country, high school and college students also staged campus demonstrations and walkouts from classes.
In Oregon, demonstrators blocked traffic in downtown Portland, forcing a delay on two light-rail lines. The crowd there grew to about 300 people, local reports said, including some who sat in the middle of a road to block traffic. Others burned American flags.
In Pennsylvania, hundreds of University of Pittsburgh students marched through the streets, with some in the crowd calling for unity.
The rallies followed protests overnight on Tuesday as voting results were being tallied, when at least one person was seriously injured in Oakland, California, where demonstrators broke store windows and set garbage alight.
A gunman opened fire in downtown Seattle on Wednesday evening following an argument and wounded five people, one man critically, not far from protests against the surprise victory of Republican Donald Trump in the United States presidential election.
The shooting did not appear to be connected to the anti-Trump demonstrations but instead stemmed from a personal argument, said Robert Merner, assistant chief of the Seattle Police Department.
“It appears that some type of argument took place. This individual began to walk away from the crowd, then turned and fired into the crowd,” Merner told reporters.
He said the suspect then fled from the area on foot and remained at large more than an hour later.
The most seriously injured victim, a man, was rushed to nearby Harborview Medical Center, where he was listed in critical condition on Wednesday night.
The other four victims, identified only as one woman and three men, all sustained non-life threatening wounds to their legs, police said.
Police and fire crews were on the scene in less than a minute because they had been in the area to monitor the demonstrations, he said, but did not arrive in time to engage the suspect.
